Public Finance
Satterlee Stephens Burke & Burke LLP has represented clients in virtually every sector of the public finance market. These services range from acting as bond counsel and counsel to the underwriters or placement agents to representing credit and liquidity facility providers, borrowers of all types, as well as trustees. Our public finance department is committed to providing creative, sound, well-structured solutions to our clients' needs, in a prompt and efficient manner.
We have primarily represented various national and regional underwriters, in both tax exempt and taxable financings. The emphasis has been in housing projects, solid-waste disposal, electrical power production, student loans, 501(c)(3) institutions and health care facilities. We have also acted as bond counsel and counsel to the issuer as well as special tax counsel in a number of instances.
We have particular expertise, and interest in, non-profit entities, especially in the education and health care arenas.
Our work has also included the representation of several major banks acting as trustees in numerous municipal transactions. We have also represented both foreign and domestic banks and other financial institutions that provide credit enhancement in both tax-exempt and taxable offerings.
The public and project finance department is headed by Dwight A. Kinsey. Mr. Kinsey is a partner with almost 30 years of experience in financing, both corporate and tax exempt. Tax expertise is provided by the firm's tax department headed by Kirk H. O'Ferrall, a partner and an experienced tax lawyer with substantial experience in municipal finance. A number of experienced corporate lawyers with project and municipal finance experience assist in our public finance transactions. In addition, partners and associates from other practice areas, such as our corporate, real estate and litigation departments, are assigned on an as needed basis from a pool of talented and experienced lawyers.
